Federal health officials, concerned that scarce flu vaccine may go unused, yesterday announced plans to relax the guidelines on who should receive shots after one last push to encourage Americans who are at highest risk from the flu to get vaccinated. Beginning Jan. 3, people ages 50 to 64 and those in close contact with people at high risk should also be allowed to get the vaccine where enough vaccine is available, the federal Centers for Disease Control and Prevention said.
